Billy Ray Cyrus, Miley Cyrus' father, issued an apology for letting cameras film them in the back seat of a car without their seat belts buckled. Consumer reports raised concern of this issue after the filmed scene showed up in Montana's 3-D movies "Hannah Montana/Miley Cyrus: Best of Both Worlds Concert Tour". Billy Ray's apology was made through People magazine's website, and he says he got caught up in the moment of iflming and added that seatbelt safety is very important.
